Taneco Refining and Petrochemical Plants Complex

The TANECO Refining and Petrochemical Plants Complex is a strategic investment project of PJSC TATNEFT.

The concept of the Refining and Petrochemical Plants Complex is based on the following principles:

  • processing of the Tatarstan oil close to the site of its production;
  • replacement of crude oil exports with the sale of high-quality oil products in the domestic and foreign markets, which corresponds to the strategic objective of Russia;
  • improving the environment situation through production of cleaner fuels and compliance with stringent emissions requirements in the design of the Complex’s facilities;
  • application of advanced proven world technologies;
  • integration of refineries and petrochemical plants within a single complex.

PJSC TATNEFT implements construction of the Refining and Petrochemical Plants Complex in Nizhnekamsk in accordance with basic provisions of the Energy Strategy of Russia and the General Plan for the Russian Oil Sector Development until 2020 and the instructions of the President of the Russian Federation to increase oil refining in the country; the program of petrochemical complexes development in the Republic of Tatarstan and the Security Council decision of the Republic of Tatarstan.

The relevance of the Project for solving the industry challenges and the created synergistic effect on the economy of the country allowed the Company receiving federal support in 2006. In the framework of public-private partnership, the Russian Investment Fund financed the design and construction of the external transport infrastructure: oil pipeline, product line and railway infrastructure facilities.

The TANECO project is implemented on a phase-by-phase basis under the conditions of integrated engineering design, deliveries and construction with advanced commissioning of start-up facilities. The primary crude oil processing plant with the design capacity of 7 million tonnes per year was put into operation in December 2011. The plant started yielding the following products: straight-run gasoline, technical kerosene, domestic heating fuel, liquefied petroleum gas (LPG), low-viscosity marine fuel, vacuum gas oil, visbreaker naphtha, visbreaker bottoms, fuel oil, granulated sulfur and straight-run kerosene distillation cut.

Following comprehensive testing of equipment, March 2014 witnessed commissioning into commercial operation of one of the key sections at the TANECO refinery complex: a combined hydrocracking installation. A new impetus to the development of the complex was launching in commercial operation of the second stage of hydrocracking installation with the participation of Russian Prime Minister Dmitry Medvedev on December 2, 2014: production of base oils with the capacity of 186 thousand tonnes per year. The Complex already yielded pilot batches of the IInd and the IIIrd group base oils. Therefore, PJSC TATNEFT outpaced most of its competitors, who were only planning to launch their own production of high-index base oils in the coming years. This product is used in the production of premium oils - synthetic and semi-synthetic oils for customers in the private and industrial sectors.

In 2015, the TANECO Complex started production of new types of petroleum products: the oils lubricants compound, hydrotreated fuel oil, winter diesel fuel and arctic aviation fuel of TS-1, PT and Jet-A grades. The unique for Russia production works of base oils was put into commercial operation. The refinery oil conversion ratio amounted to 74.4% as of the beginning of 2016 with the yield of light oil products amounting to 71.87%.

The total volume of processed petroleum raw materials amounted to 9.2 million tonnes in 2015, including 8.6 million tonnes of crude oil. The TANECO Complex ranks No. one among refineries of the Russian Federation by the loading capacity and it is the seventh largest producer of oil products in Russia (3% of total amount produced).

The decision of the Russian Government about including TANECO in the energy strategy of Russia, calculated until 2035 was announced at the XIVth oil summit of Tatarstan held in July 2014.

In 2016, the launch of the delayed coking unit allowed TANECO to completely exclude the output of dark petroleum products. The plans provide that coke produced at the delayed coking unit will be used as fuel at the Nizhnekamsk CHP.

The process of building a pilot plant for the hydroconversion of tar with a capacity of 50 thousand tonnes per year, which is designed to solve the most relevant problem for the Russian oil refining industry regarding the qualified processing of tar with the maximum yield of light oil products has been underway since 2016 with introduction of the licensed Russian technology developed by the Institute of Petrochemical Synthesis (TIPS RAS) under the direction of S.N. Khadzhiyev. The Ministry of Energy of the Russian Federation has assigned the national project status to the effort mentioned above.

The TANECO Complex refined the 50 millionth tonne of crude oil in December 2017.
Vladimir Putin, President of the Russian Federation, and Rustam Minnikhanov, President of the Republic of Tatarstan, participated in the video ceremony of commissioning the naphtha hydrotreating and isomerization on January 25, 2018. The start-up of the hydrotreating and isomerization units operation was the first stage of implementing the full-scale scheme of gasoline grades production compliant with the Euro-5 environmental class requirements.

Naphtha hydrotreating and isomerization units are oil re-refining plants. They work time-series in the technological scheme and allow obtaining a high-octane environmentally friendly component of gasoline. In addition, the products of the naphtha hydrotreating unit are the raw material for the catalytic reforming unit, which allows producing the high-octane gasoline component and aromatic hydrocarbons that are popular in the market.

The plans provide that in 2018 there will be commissioning of kerosene and diesel fuel hydrotreatment units within the framework of the TANECO Development Strategy, as well as launching of a catalytic reforming unit, which will make it possible to start producing premium gasoline brands.

The development plan of the TANECO project is calculated until 2023: the depth of oil refining will be 99.2% with the yield of light oil products amounting to 90%.

Highly Competitive Products

As of today, the TANECO product basket contains 20 types of high-quality and popular products: Euro-5 diesel fuel, which is the best in Russia in terms of cetane number; aviation kerosene of the RT, TS-1, JET A-1 grades; base oils of the IInd and the IIIrd groups, etc.

Gas processing facilities

Tatneftegazpererabotka Division successfully implements programs to stabilize gas-processing volumes and produce finished products of high competitiveness, upgrade production capacities, and it effectively pursues innovatively directed engineering and technical policies.

The production activity of the division allows solving an important environmental problem:
elimination of petroleum gas flaring and reduction of the anthropogenic impact on the environment and the population living in the areas of the Company's operations.

The amount of 820.1 million m3 of associated petroleum gas and 274.6 thousand tonnes of NGL was delivered for processing from the fields of the Company to Tatneftegazpererabotka Division in 2017.
